Dirk van der Meer
April 19th 1935 - June 7th 2001
It
was with great sadness that the death of the former
President of WPC Ir. Dirk van der Meer was announced
by the Secretariat on June 8th 2001. Ir. Van der Meer
had fought a battle against cancer and died peacefully
at home on June 7th 2001 with his wife Bep at his
side. Ir. Dirk van der Meer (The Netherlands), was
elected President of the World Petroleum Congresses
at the Permanent Council meeting of the WPC in the
14th WPC in Stavanger in June 1994. During the previous
year he had been Chairman of the Netherlands National
Committee for WPC and also carried out the role of
Chairman of the Scientific Programme Committee whose
mandate it was to organise the Technical Programme
for the Stavanger Congress. When he began his career
with WPC, Ir. van der Meer was General Manager and
Director of Research at KSLA, Shell’s Research Laboratory
in Amsterdam. He had studied Chemistry and Chemical
Engineering at Delft University of Technology and
spent his working career in various sectors within
the Royal Dutch/Shell Group. Ir. Van der Meer’s longstanding
links with the Far East (he was born in Jakarta),
proved his forte at the 15th World Petroleum Congress,
where he played host to over 5000 delegates and dignitaries,
including the President of China, Jiang Zemin. In
his Opening Address at the Beijing Congress, Ir. van
der Meer recognised the value of co-operation that
led to a much-increased membership of the WPC over
the years. Almost a year before the Calgary Congress
was held, Ir. van der Meer was diagnosed with cancer.
His response to chemotherapy and radiotherapy caused
his absence from WPC meetings for several months,
but he succeeded in maintaining regular contact with
the organisation despite his illness, which he fought
with admirable optimism and determination. To the
delight of WPC, he eventually regained his health
to resume his role as President, first returning to
the WPC circuit at the 45th Executive Board meeting
in Uruguay in October 1999. From that date, Ir. van
der Meer remained in relatively good health to see
the 16th World Petroleum Congress take place in Calgary,
Canada, in June 2000. Among colleagues, industry friends
and over 4,000 delegates, Ir. Van der Meer was once
again in his prime at the second Congress held under
his leadership. It was in Calgary that the WPC’s Permanent
Council bade farewell to the former President who
announced that he was ready to enjoy his retirement
to travel at leisure with his wife, Bep van der Meer.
Throughout his Presidency of the WPC, Ir. Van der Meer
endeared himself to the organisation and actively
contributed to the increase in membership from 26
countries when he assumed his Presidency to 59 countries
when he handed over to his successor, the current
WPC President Dr. Eivald M. Q. Rřren (Norway), at
the end of the 16th WPC in Calgary in June 2000. During
his two terms as WPC President, Ir. van der Meer was
distinguished by his excellent relations with the
member countries of the WPC as well as his outside
links with the petroleum industry; his dedication
to serving the WPC, and his good humour with colleagues
and staff. His awareness and understanding of cultural
differences gave him a unique sense of political awareness
that held him in high regard among all who knew him
at WPC. In February 2001, having recently returned
from a trip to Thailand, Ir. Van der Meer underwent
clinical tests which showed that his cancer had spread,
causing the deterioration that led to his tragic death,
on June 7th 2001. To the very last, Ir. Dirk van der
Meer’s sharp intelligence and his commitment and sense
of duty to others left the WPC member countries and
his many friends and associates deeply saddened at
his passing away. He will always be remembered as
an honourable and distinguished President of the World
Petroleum Congresses.
A funeral service took place in The General Cemetery
of The Hague on Tuesday June 12th 2001 where the many
friends of Mr and Mrs van der Meer gathered. Ir. van
der Meer was laid to rest after a service at which
the current WPC President, the Chairman of the Netherlands
National Committee and the former Secretary of the
Netherlands National Committee paid tribute to Ir.
van der Meer. Ir. Kees Groeneveld, former Secretary
of the Netherlands National Committee: “Dirk and I
worked closely together in the World Petroleum Congresses.
When he was Chairman of the Netherlands National Committee
for WPC he asked me to become Secretary of the committee.
At that time he was busy, as Chairman of the Scientific
Programme Committee, putting together the programme
for the congress to be held in Stavanger in 1994.
His contribution was highly appreciated and he was
elected at the congress become President of WPC. He
would remain in that role until last year. Dirk was
an outstanding President. He led the “United Nations”
of the oil and gas world with charm, sensitivity and
humour. He was intelligent, sharp and had an outstanding
feeling for political sensitivities, and there were
many. With great patience and determination he managed
to align the different interests of almost all major
oil and gas countries for the following congress.
I attended many of the meetings, all around the world,
and can say that Dirk was greatly admired for the
rigorous yet delicate way in which he led the meetings.
I do not want to forget Bep at this moment. She was
always at Dirk’s side, closely following developments.
She always had time and attention for everyone. You
two really were a presidential couple. Highlights
of the years at WPC were undoubtedly the congresses
in Beijing in 1997 and last year in Calgary. In Beijing,
Dirk was “on top of the world”.

He was at the centre of a congress visited by almost
ten thousand people, including the President of China,
many ministers and all the greats of our industry.
Dirk was truly in his element and I cannot imagine
a more fitting highlight of a career. A year before
the Calgary congress, Dirk was afflicted with a terrible
disease and for the first time had to cancel attending
the Executive Board meeting in Istanbul. He was firmly
committed to attending the next EB in Punta del Este
and he did. That year was very difficult for him but
he was fully committed to regaining his health. In
Calgary last June, he was again a fully recovered
President. As out-going President, he visibly enjoyed
the fantastic congress that was perfectly organised.
Dirk received a standing ovation at his official farewell.
After the congress I saw a relaxed and cheerful Dirk
wearing a cowboy hat, Bep at his side, strolling along
the promenade of Calgary. Everywhere there were cheers
when he passed. Everyone was happy and cheerful. The
next day he and Bep departed for a cruise along the
coast of Alaska and there were so many plans for the
future…. How bitter it is to stand here now. Dear
Dirk, we think of all the fantastic and good things
you have done but we think in particular of your friendship,
your cheerfulness and your fine and sensitive personality.
You were a good friend and an outstanding host. We
enjoyed coming to your house; it was always a treat.
We will miss you." Dr. Hans van Luijk, Chairman of

Bep, honoured guests, And suddenly it was all over.
Notwithstanding the fact that we have lived a short
while in the presumption that Dirk had conquered his
disease – at least temporarily, for now - very temporarily
as we now know. People may get older and older in
this day and age, thanks to advances made in the medical
world and the increase in understanding of life processes.
But ultimately life expectancy is a statistical figure.
Not all of us will reach that figure. But Dirk himself
would be the first person to indicate that reaching
a statistical milestone is not the most important
criterion to measure success in life. Quality, not
quantity is important, and the question that a numeric
person like Dirk would ask immediately is: what does
that mean? Quality: and how do you measure that? Quality
is: what meaning one has given to the life given to
us, or better still: what meaning one has given to
the life of others. The presence here of so many people
who want to bid farewell to Dirk and who want to support
Bep is a testimony that Dirk has fully succeeded in
being meaningful to others. He was not alone in this,
Bep was always at his side, supporting him. Dirk manifested
himself in his professional life in many roles and
appearances: Dirk in his time in Manufacturing Function
in Shell International; Dirk in his time in the Management
committee of Shell Nederland; Dirk in his time in
the Netherlands WPC Committee; Dirk in his time as
President of the WPC. He made a great impact in each
of those roles and not coincidentally, from each of
these periods people have come today to bid Dirk farewell.
I have worked with Dirk in all of those roles and
I’m not at all surprised to see so many people here
who have not only come to express grief and sorrow,
but also to express gratitude for the quality Dirk
has given us during his time. Dirk was always friendly
and patient – characteristic of him was the fact that
he always approached people from a positive side.
He was intelligent, had a lot of experience with a
great variety of people, and he was very committed
to the cause, whether this was technical or bringing
people together; people from very different backgrounds,
very different cultures, to be unified behind one
ideal. That was Dirk at his best. He was always a
very appreciated colleague, whether in or outside
Shell, and it is therefore not coincidental that he
had the honour to serve two terms as President of
the WPC. That is not a sinecure, but rather, in order
to get there and be effective, one needs to have built
authority and trust. Others will speak of this, this
afternoon. In summary: a life, which was too short,
but a life rich on contribution, rich on friendship
and rich on content. On behalf of the Netherlands
Committee of the WPC and also on behalf of the active
Shell colleagues, I like to say that we are grateful
that we have been able to work with Dirk. We are grateful
for the support he has given to us in many capacities,
and we are grateful for his example and his friendship.
We wish Bep strength to bear this loss. Dirk, we will
not forget you.

of World Petroleum Congress, permit me to say a few
words on behalf of the members of this international
organisation. The whole WPC family of 59 member countries
is shocked and saddened by the passing away of Dirk
van der Meer, immediate past President of this organisation
from 1994 to 2000, and a very warm person whom we
came to appreciate enormously. Dirk made a great and
unforgettable impression on the World Petroleum Congress
through the Nineties, and made friends in all corners
of the world. His personal involvement carried a lot
of firmness, enthusiasm and empathy – in good and
sometimes trying times- and thus he was very successful
in achieving sincere commitment from people within
and outside WPC. We shall miss the presence of Dirk
van der Meer among us, and we share deeply the sadness
of his departure with his wife Bep and their respective
families. His memory will inspire us to carry on with
our lives and our work. May Dirk van der Meer rest
in peace."

The China National Committee has been working hard
to organise the first Regional Meeting for WPC that
will begin with a welcome speech from the Mayor of
Shanghai, Mr. Xu Kuangdi, at the Opening Ceremony
in the Shanghai Grand Theatre at 17:00 on Monday September
17th 2001 Both the WPC President, Dr. Eivald M.Q.
Rřren, and Dr. Wang Tao, Senior Vice President of
WPC and Chairman of the China National Committee will
address the Opening Ceremony. To date, 146 paper submissions
have been made by 13 countries, including Japan, Germany,
Russia, Indonesia, Republic of Korea, USA, Malaysia,
Brunei, Thailand, India, China, Saudi Arabia and the
UK The total number of papers selected is 114, including
55 oral presentations and 59 posters. The China National
Committee has received nominations for Session Chairs
from Saudi Arabia, Japan, India, Indonesia, Republic
of Korea and China, and further nominations are still
in process. They have also invited a VIP list of senior
ministerial and business figures, among them H.E.
Ali Naimi, Minister of Petroleum and Mineral Resources
of Saudi Arabia; Purnomo Yusgiantoro, the Minister
of Energy and Mineral Resources of Indonesia; H.E.
Shri Ram Naik, Minister of Petroleum and Natural Gas
of India; Yoshihiko Sumi, Director of Energy and Mining
Development Sector Unit, East Asia and Pacific Region,
World Bank. A Director from the State Development
Planning Commission of the People’s Republic of China
has also been invited to attend them.

The WPC Secretariat has received many requests for
further details on the WPC Asia Regional Meeting from
members of the public who have visited the WPC website,
and registration brochures have been sent out regularly
to all enquiries received. The WPC committee meetings
will take place in Shanghai as follows:

21st Registration forms for WPC members and their
accompanying persons have been sent to all National
Committees, many of which have registered their attendance.
If your National Committee has not already
done so, please ensure to submit the WPC registration
forms as soon as possible in order to facilitate preparations
being made by the China National Committee. We look
forward to welcoming all our members at the Shanghai
Regional Meeting in September.

A new Nominating Committee has recently been formed
consisting of Mr J. C. Hill (UK) as Chairman, supported
by members, Mr C. Bechelli (Argentina) and Mr N. A.
Savostyanov (Russia). The purpose of this committee
is to prepare a list of candidates for the posts of
WPC Officers specified by the Executive Board for
the next Congress cycle (from September 2002). The
Nominating Committee determines that the potential
candidates are eligible and willing to serve, but
does not express a preference between them. The positions
are: President Senior Vice President Vice Presidents
(3 positions) Treasurer Any country that is interested
in submitting candidates should contact Mr Jim Hill
prior to the Chinese regional meeting. The subsequent
list of potential candidates will then be discussed
at the next EB meeting in China 2001 (September 2001).
After this meeting the secretariat will return to
National Committees with nomination forms to be completed

WPC - “The Petroleum Industry: Excellence & Responsibility
in Serving Society”
The
Congress will take place from September 1st to 5th
2002. The Opening Ceremony will be on Sunday September
1st at 18.00. The Closing ceremony will be on Thursday
September 5th also at 18.00. The 17th Congress symbol
features the WPC logo perfectly fitting onto one of
Rio’s most famous landmarks. The theme for the Rio
de Janeiro cycle reflects an important world wide
trend in business management. Excellence in technology
and the social responsibility of the petroleum industry
were relevant topics that composed the theme . “The
Petroleum Industry: Excellence & Responsibility
in Serving Society”.
Since Calgary there have been many meetings in London
and Rio with representatives of BRASOC. Everything
is progressing well ahead of schedule, despite the
short cycle. All of the forum chairs, co-vice chairs
and RFP authors are now in place and abstracts are
being submitted. Also, for the first time the WPC
has placed its call for papers in the International
Oil and Gas media and this is attracting significant
attention. BRASOC are in the process of negotiating
with possible Congress hotels and the headquarters
hotel. These will be selected in July 2001 and then
we will notify WPC members of the details prior to
general release to ensure rooms can be booked for
National Committees. It is then envisaged that Registration
forms for the 17th Congress will be available to all
of the participants for the Chinese Regional Meeting.
BRASOC is still in the position where not every National
Committee has responded for its free exhibition space
in Rio. Space is filling up very quickly so it is
important that if National Committees want booth space
that they contact BRASOC immediately. Please contact:

The
Forum Topics organised by Block
The structure of the Congress will draw on the successes
of the 16th WPC in having the same Block/Forum/Plenary
and RFP structure. It is proposed that four blocks
will ensure clarity in the programme process, with
Forums continuing with the 2-hour format. In each
forum there will be 4 to 6 oral presentations, each
presentation followed by a session of questions and
answers. The following are the titles and descriptions
of the congress forums, including the names of the
SPC Contact assigned to the forum, the Chairman and
Co-Vice Chairs of the forum (by name, country, organisation
and email). Further information and updates on contact

Deep and Ultra deepwater oil and gas fields are profitable

Ethylene and propylene for the chemical industry have

Natural gas is the feedstock for many derived products,
which could a play a more increasingly important role
in the future as a substitute or additional energy
source. Identification and presentation of products
(naturally GTL and methanol but also others), the
latest technical developments and targeted place in
the future energy map could be topics in the forum.
A special place will be dedicated to Syngas, key-intermediate
product for most of the processes. As this important
topic has not been placed in Block 2, papers on Syngas
not originating from natural gas could exceptionally

and Forecast Papers
Review and Forecast Papers (RFPs) will present a comprehensive
review of recent progress in specific areas of the
industry in the two years since 2000. They will be
in-depth reviews, bringing out the implications of
the progress described. Coverage will be worldwide,
and include a survey of current problems and research
in progress, and a forecast of the direction which
future research in the field is likely to take. RFPs
will help to clarify the thinking and stimulate new
ideas in the minds of specialists in the subject.
They will also be of interest and value to attendees
in similar areas who have no more than a general knowledge
of the area under review, and to senior management.
For selected topics, in order to ensure that coverage
is fully worldwide, the SPC has decided to invite
several authors of different nationalities to collaborate
in the presentation of the paper.

To honour the memory of Mr Thomas Dewhurst, the Dewhurst
Lecture was started at the 13th Congress and has continued
to this day. People who were awarded and have delivered
the Dewhurst Lecture in the past are: 13th Congress

will use the Dewhurst Lecture to celebrate technological
excellence in the petroleum industry. The proposed
candidate is very well known, has demonstrated unusually
high achievement in our industry over some time and
will focus the presentation on relevant scientific
and technological issues. The selected speaker for
the 17th WPC Dewhurst Lecture is Mr Euan Baird from
Schlumberger, pictured below.

Yearbook
The idea for a yearbook came about towards the end
of 2000 and will be ready to distribute to all delegates
at the Regional Meeting. As this is our first yearbook
we felt it was appropriate to review the prestigious
history of the organisation dating back to when it
was formed by Thomas Dewhurst in 1933. After the historical
review we then look at the current situation in the
petroleum world by focussing on our 59 individual
member countries representing over 90% of oil and
gas production and consumption worldwide. We then
move to the future with a number of specially commissioned
articles covering all aspects of our industry. Thomas
Dewhurst’s original concept was that the World Petroleum
Congress should exist solely for the promotion and
advancement of petroleum science and technology and
the Interchange not only of information and knowledge,
but also of friendship between oil scientists of every
country in the world, without political or racial
barrier. This is still the cornerstone of all of our
activities.
Attendance at our regional meetings and Congresses
is open to all and over 90 countries are usually represented.
8000 copies of this book have been produced and will
be distributed worldwide. This book will also be given
to all the delegates at the First WPC Regional meeting
in China where we will hear about some of the outstanding
prospects for this part of the world. There are also
some very exciting projects being planned for the
future and we are sure the petroleum sector has the
vision and creativity to turn these into realities.
With an industry as dynamic and fluid as the world
oil industry, the science and technology of petroleum
has changed beyond recognition since the first WPC
in 1933. The whole philosophy and indeed the structure
of the oil industry has grown and developed with it.
Excellence
Awards
The objectives of the WPCEA is to distinguish projects
carried out by companies, institutions or any public
or private organisation (not individuals) engaged
in the petroleum industry for promoting or operating
with high excellence standards in two categories;
technological development and social responsibility.
The selection of the award winners in the two excellence
categories will be made by an international committee
of experts, formed with representatives from highly
qualified and respected entities. Two committees each
of 4 members will be formed. The awards scheme will
be launched at the Regional Meeting in China. The
Awards mentioned during the Rio Congress opening ceremony
and then there will be a winner’s luncheon, announcement
and awards presentation.
International
Activities
Since Calgary the secretariat has applied for and been
granted United Nations accreditation (observer status)
and is allowed to attend, for example, the climate
change talks and related activities. If any members
wish to do so they can now attend these meetings under
the WPC’s name. A joint paper by the Chairman of the
SPC (also Chairman of IPIECA) and the Director General
has been accepted for the WEC Congress in 2001. The
DG also gave a plenary speech at the recent 3rd National
Iranian Energy Congress. Discussions are also taking
place with the World Energy Council and International
gas Union on the possibility of joint activities and
future co-operation. All WPC speeches and presentations
are available for download from the website.

Brian MacNeill presents WPC President Eivald
RÝren with the final Calgary report at the EB meeting
in London . As a result of strong sponsorship support,
it was announced that a surplus from the Congress
of $4.2 million had been allocated to a scholarship
foundation in Canada.

materials and the home page will refer to the World
Petroleum Congress (not Congresses). This was agreed
unanimously by members.

Congress
At the EB meeting in Shanghai we will here about the
potential bidders for the 2005 Congress. The cut off
date for applications is September 1st this year.
If any member country is considering bidding we would
appreciate knowing as soon as possible before that
date to allow us to allocate space in the EB meeting
in China for presentations by the relevant committees
